I. International Students Regulations
1. Abide by the laws. Get familiar with and abide by
the laws and relevant international rules and regulations of China; do
not conduct activities which endanger the public interests and safety;
do not conduct the following activities such as fighting with other
people, stealing, taking drugs or conducting erotic activities; do not
lodge or use any dangerous articles such as firecrackers, explosives or
guns. Keep your passport, residing permit and other credentials valid.
2. Build up your dream. Love life and peace, respect
science and pursue truth and aspire to serve for the health and
well-being of mankind.
3. Comply with the university disciplines. Get
familiar with and comply with the university’s regimes and study and
rest according to the timetable. Respect the relevant rules concerning
the school roll, exams and accommodation, do not cheat or lie and do
anything inconsistent with students’ behavior.
4. Work hard. Understand the goals and demands of
your major and study hard to seek for greater perfection. Attend the
classes, lab classes and exams on time. Treasure time, try to be
creative and form a lifelong learning habit.
5. Respect other people. Students from different
countries and regions are supposed to get along well with each other,
have mutual respect and help each other; respect the teachers and staff
members of the university; respect other people’s political views and
religious beliefs, never exert one’s own view upon others and do not
spread religious beliefs.
6. Learn to be good-mannered. Dress properly and do
not dress revealing clothes in public places such as classrooms, canteen
or outside places; do not speak rudely and associate with the opposite
sex appropriately; do not do anything detrimental to the public moral,
personal integrity or national dignity.
7. Protect the environment. Love nature and treasure
resources, save electricity and water and lead an economic life as it is
shameful to waste resources. Take good care of public and other people’s
property and make compensations according to the price in case of any
damage or loss.
8. Be devoted to labor. Participate in the welfare
work actively and keep the places clean such as the corridor, dorm,
classroom and lab. Treasure other people’s fruits of labor and love
collectives.
9. Pay attention to sanitation. Keep oneself and the
public environment clean and pay attention to food and body sanitation
and wear clean clothes; do not smoke or drink; do exercises regularly
and change clothes with the change of weather.
10. Keep safe. Get familiar with the environment,
customs, travelling rules of the university and China and try to learn
Chinese language well; do not ride any dangerous vehicles such as
motorcycle; do not go to entertainment places; be careful while
associating with the strangers to avoid being cheated.
11. Pay attention to the order. Attend the classes
and internship and take a rest according to the timetable. Do not spit
on the ground or throw any litter; do not put up things, write or draw
casually; do not stack personal staff in public places such as the
corridor.
12. Be honest and strong. Build integrity and be
honest to others; be optimistic, strong and unselfish; take part in the
healthy activities actively and be strong enough to face challenges and
deal with setbacks.
II. International Students Management Regulations
Chapter 1 Enrollment and Changing Majors
Article 1 New students admitted by HMU should go
through the registration procedures in international students management
department with admission notice before deadlines as specified in
admission notices in accordance with relevant requirements.
New students who are unable to register on time for
certain reasons should ask for leave and shall be dealt with by the
institution. Those who have not asked for leave or have failed to ask
for leave before the deadlines as specified in admission notices without
appropriate reasons will be considered to abandon the qualification of
admission.
Article 2 New students will be re-examined for health
conditions after registration. Only those who have passed the
re-examination are allowed to register and obtain student status.
Students who have failed the re-examination will have a suspension of
schooling for a period of one year if he/she has recovered from illness
during this period. Students who have failed the re-examination again
after a year's recovery will be disqualified.
Article 3 At the beginning of each semester, each
student should register in person with the student certificate. Those
who cannot register on time should provide the reasons and will be dealt
with by the institution.
Article 4 Students may apply for a change in his/her
major within one year after registration, which must be approved by
his/her institution.
Chapter 2 Attendance
Article 5 Students should attend classes, laboratory
experiment, probation, internship, discussions and other academic
activities on time, and their attendance should be recorded.
Article 6 Students who are unable to participate in
academic activities for certain reasons should ask for leave by writing
a note and report to the department of international students
management. Leave within one week should be approved by the teaching
management staff; more than one week, by the vice dean.
Article 7 Students who ask for leave should report
back to teachers after leave of absence.
Article 8 The leave of absence should not exceed 40
days. Otherwise, he/she should ask for suspension, degrading or
withdrawal from the university.
Article 9 Failing to take part in the required
curricular activities without asking for a leave is treated as
absenteeism and shall be dealt with according to the relevant
provisions.
Chapter 3 Assessment and Academic Record
Article 10 Students should be assessed in terms of
the courses and other curricular activities as specified in the
curriculum. The results of assessment shall be kept in transcripts and
filed in their personal archives as reference of promotion, repetition,
graduation, completion and rewards.
Article 11 Students should comply with “Regulations
of International Students Examination”. Those who fail the course
examination shall be given a make-up opportunity.
Article 12 Absence without proper reasons or cheating
will lead to a zero result of the course or even repetition or retake
the course. The offender who behaves well afterwards will be given an
opportunity to take the make-up examination or they will be left back a
grade to take a repetition.
Article 13 Those who have been absent for more than
one third of the credit hours are not allowed to take the examination
and the result of the course will be zero. An opportunity will be given
to take the make-up examination before graduation.
Article 14 Those who have failed two thirds of the
course examinations shall not be given the opportunity to retake
relevant examinations and should be left back a grade.
Chapter 4 Promotion and Repetition
Article 15 Those who have completed the academic
activities, passed all the course examinations of the current school
year and have always abided by the laws and regulations shall be
approved for promotion. .
Article 16 Students should be required to have a
repetition in one of the following circumstances:
1) failing two thirds of the course examination;
2) failing one third of the course examination after
taking an additional examination in each school year;
3) absent from class for more than 40 days.
Article 17 Repetition can not exceed three times.
Students concerned should pay the tuition fees according to the
regulations.
Chapter 5 Suspension and Resuming of Schooling
Article 18 Those who fail to continue the course for
certain reasons could ask for a suspension. The time limit is one year
and the frequency should not exceed three times. The university shall
keep student status for students recruited to the military service until
one year after his/her retirement from the service.
Article 19 During suspension, his/her student status
shall be kept. Usually he/she should go home.
Article 20 Those who apply for a suspension should
fill in an application form and be approved by the department of
international students management.
Article 21 Those who cannot continue study after
suspension should take a withdrawal.
Article 22 After expiration of schooling suspension,
students shall apply for resuming of schooling, which must be approved.
Those who do not apply for resuming after expiration of suspension will
be considered to take the withdrawal.
Chapter 6 Withdrawal and Transfer
Article 23 Students have the rights to take a
withdrawal.
Article 24 Students will be required to withdraw from
schooling in one of following circumstances:
1) Students who have failed to go up the next grade
for more than three times
2) Failing to apply for resuming of schooling within
the specified time limit upon the expiration of suspension;
3) Absenteeism for more than three months;
4) With severe violation of laws or regulations
during schooling or suspension;
5) Illness or accidental injuries that prevent
students from continuing study on campus.
Article 25 Those who take withdrawal shall be given
proof of schooling, withdrawal and examination results by the
institution. Those who take withdrawal within one year’s graduation and
have passed all the required courses will be awarded a certificate of
completion or study.
Article 26 Generally, students are not allowed to
transfer. They may apply for a transfer under special circumstances,
which shall be regarded as withdrawal.
Article 27 Students who happen to be in the
circumstances as specified in Article 25 and refuse to withdraw shall be
ordered to quit school.
Chapter 7 Graduation, Completion and Incompletion
Article 28 Students who have completed study of
required courses and met the standards of graduation will be allowed to
graduate, which must be approved by the education administrations, and
shall be awarded a graduation certificate. Students who have met the
requirements of an academic degree will be granted a degree certificate.
Article 29 Students shall be awarded a completion
certificate in the following circumstances:
1) Failing 2 or more than 2 course examinations when
completing study;
2) Withdrawing within half a year’s of graduation and
passing all the required courses.
Article 30 Students who withdraw from schooling after
completion of one year’s study and pass the required course examinations
will be issued a study certificate.
III. Teaching Regulations of International Students
1.
Students should study hard, fulfill all kinds of tasks as
required, and ensure the quality, continuously improving the learning
efficiency and performance.
2. Students should be familiar with and abide by
"Regulations of Hebei Medical University International Students
Management," and to participate in learning activities according to the
provisions of the content, time and place.
3. Students should comply with classroom discipline
and laboratory discipline. International students are supposed to attend
class on time and do not leave early. Noise, food, cigarettes and mobile
phone are prohibited in class. They can not move at will while having
classes.
4. Examination time and rules and discipline for
closed book examinations should be complied with strictly. Any student
who cheats, will be dealt with severely according to the provisions.
5. Teaching materials and equipment. Teaching
materials, equipment, laboratory equipment, training facilities will be
provided by the university. Textbooks, experiments instructions,
experimental paper, clothes, stethoscope, etc. should be prepared by the
students themselves as they are personal items or they can ask the
teachers to help them buy these materials.
6.
Students
should comply with "Laboratory Safety Rules.
7.
Students
should comply with the rules and regulations of the hospitals where they
are doing internship. They are supposed to study hard and be willing to
take any advice. They should fill in and hand in their “ Internship
Handbook” on time.
8.
Students
should respect teachers, other staff and students.
9.
Students
should keep the classroom, laboratory clean and tidy.
IV. The Provisions on Examination
1.
Students
should take the exam on time and at the right place as specified.
Strictly comply with test disciplines.
2. Students who fail in any subject can attend
make-up examination the next semester.
3. Fees for make-up examination should be paid as
prescribed.
4.
Due to special circumstances such as sudden illness,
students who could not take the exam on time should apply for extension
procedures and submit a written application. They can get the extension
only when it is approved by the College, otherwise they should sit for
the examination in accordance with the provisions of the time and place.
5. Absent without any reason, or cheating, the result
will be recorded as zero for the course. The students will be offered a
chance to take make-up examination before graduation if they have good
performance in later study.
6. Students who failed in the normal make-up
examination will be offered another chance before graduation.
7. Students who have any query to the score can apply
for verification to the office. When approved by the college, the result
will be sent to the course teacher to verify. The students will be
informed of the final result.
V. International Students Apartment Rules
1.The Foreign Student Apartment is provided for
students and other people from Hongkong, Taiwan and Macao and foreign
countries. Please help protect students life and property safe, maintain
a good living and study order.
2. Before moving into the apartment, students should
hand in an application to people in charge with valid certificates such
as passport and should get approved. Then they should make an inventory
of the stuff in their rooms, register and pay the deposit. Without a
special reason, please do not change your room with others.
3. Please pay the room fee and electricity fee on
time. Please save water and electricity.
4. Students should keep and use the bed, chairs, AC,
telephone, etc. in the room. Please do not break or change them. If you
lose or break any of them, you need to pay the fine.
5. Pay attention to fire, and know how to use the
fireproofing equipment. Do not change the electricity line in the room.
And do not use the electric stove or gas stove.
6. Any other person is not allowed to live in the
apartment except the foreign students of the university. If other people
want to stay for a short time, they must hand in the application form to
the teachers and get their permission.
7. Students should abide by the time schedule of
study and rest. Go back to the apartment on time and abide by the time
to meet friends. Students are not allowed to
live outside the apartment. Students should inform
the office, if they need to live outside campus during holidays.
8. Keep quiet. Do not play balls or feed animals in
the apartment. Do not disturb other students’ study and rest.
9. Keep the apartment clean. Do not put or draw
pictures on the wall. Please tell the teachers before any repairing is
required. Please do not put personal belongs in the corridor or other
public places.
10. Comply with the rules of the apartment. Do not
split or throw the rubbish everywhere. Do not smoke in the corridor,
lobby, classroom ,dinning room, reading room or other public places.
Students should be polite to the workers in the apartment and cooperate
with them. Students should abide by the rules of apartment and
university, be cooperative with the workers and abide by the laws of
China.
11. Pay attention to the safety. To avoid danger,
please do not chat while sitting on the window sills. Do not board on
the roof nor climb over balcony parapet.
12. Students who live on a long-term or are offered
with preferential prices by semester, will not be provided with bedding.
Students should bring their own or they can buy in the nearby
supermarkets.
13. The time of apartments checking-out is subjected
to the time of the return of the key. The room will be claimed back by
the apartment if the students do not check out as specified deadline and
do not apply for an extended stay without checking out after three days.
14. Proper use of elevators. jumping, slapstick and
other acts are prohibited in the life. Do not press the control panel
button arbitrarily. Smoking and posting is prohibited.
15. Strictly comply with the laws to ensure the
apartment safe. Firecrackers, firearms and ammunition are prohibited in
the apartment.
16. Students should abide by the above rules.
Students who break the rules will be criticized or stopped by the
teachers. Students who have made a severe mistake will be fined or taken
to the police station.
VI. International Students Apartment Reception
Instructions
1. Visitors are supposed to go through registration
procedures at the reception desk and show their valid credentials (such
as ID card, student ID card, employee’s card or passport) before
entering the apartment building.
2. Please receive the visitor in the entrance hall if
he/she has no valid credentials.
3. Visiting hours: 8: 00 a.m. to 10:00 p.m. every
day. Visitors must leave the building before 10:30 p.m. and are not
allowed to stay overnight.
4. Visitors must obey the management rules of the
apartment building.
VII. Lab Safety Rules
1. Students must strictly obey the lab rules and
regulations and the instructor’s requirements.
2. No student is allowed to enter the lab and operate
any instrument without the teacher’s instruction.
3. Students are not allowed to touch any instrument,
chemicals or any other articles without the teacher’s instruction.
4. Please keep an appropriate distance with the
chemical samples while observing the experiment. Do not taste or smell
any chemicals freely.
5. Please read the label and instructions of the
instruments before using the chemicals.
6. Please get familiar with the location of the
emergency exit, the location and application method of all the other
safety instruments, such as the first-aid dressing and fire
extinguisher.
7. Please wear protection clothes and gloves.
8. Please wash the part (such as the eye or skin)
splashed by chemicals with running water for at least 20 minutes
immediately and ask the teacher for help.
9. Please treat the chemical waste correctly and
place it at the designated place.
10. Never take any chemicals or lab instrument out of
the lab.
VIII. International Students Safety Instructions
1. There might be some huge differences between the
international students and local people in terms of language, skin
color, dressing style, culture, religion and customs. Thus, please pay
attention to protecting one’s own life and property safety and enjoy
life abroad.
2. Learn Chinese language well. Try to communicate
with the local people by using appropriate language and get familiar
with the signs and marks in public places.
3. Be careful while associate with strangers. Do not
eat any food or accept any gift given by strangers, or go out with them,
or believe in any commitment made by them.
4. Do not go to have fun at fun fair or internet bar.
Do not watch any scene of accident.
5. Do not drink, smoke or take drugs and try to guard
against being drunk or falling sick.
6. Respect the daily schedule and go back to the dorm
on time. Do not go out to have fun during the night.
7. Pay attention to food safety and guard against
food poisoning.
8. Try to avoid being in conflict with other people
and solve the problems, if any, through negotiations and deal with them
appropriately.
9. Do not flirt with or insult female people, or
scold or insult other people.
10. Pay attention to traffic safety, get familiar
with the road conditions and obey the traffic rules.
11. Establish a correct view of love. Be serious and
honest while making friends with the opposite sex and do not do things
contrary to laws or ethics, or detrimental to public morality.
12. Always guard against fire and familiar with the
usage of the fire extinguisher, local fire safety regulations, escapes
and various contingency measures.
13. Take good care of the credentials, such as
passport, and the property. Remember to lock the door and windows during
the sleeping time or before going out. Confirm the visitor’s identity
before opening the door.
14. Report the loss or apply for a new one after
losing the passport, deposit book, bank card or calling card.
15. Never believe the information such as the lottery
prize received on your phone.
16. Try to calm down while facing any challenge and
make an immediate report to the university, police or service staff and
seek help from them. Always remember the phone numbers of the office
staff in case of any emergency.
IX. International Students Traffic Safety Instructions
1. Get familiar with the local road conditions and
traffic regulations.
2. Please walk on the right side of the road as Hebei
Province, like most regions in China, follows this rule.
3. Watch out the vehicles around while going outside
as they are many cars running with high speed in cities and avoid being
run over.
4. Take precautions against falling over, being
bumped into or hurt by bus doors while getting on or off the bus. Hold
tight the handrails on the traveling bus.
5. Do not take a ride in any stranger’s vehicle or
vehicles running illegally.
6. Do not ride or get a lift on a motorcycle or
e-bike.
7. Do not play on the road on which there are running
vehicles.
8. Walk on the sidewalks in the downtown areas and
keep away from the vehicles. Walk on the crosswalks, overpasses or
underground ways.
9. Pay great attention while walking on the
snow-covered or icy road. Guard against falling over, being run over by
vehicles or any injury or a broken bone.
10. Report to the police first in case of any traffic
accident and try to contact with the university staff. Remember to
protect the accident scene.
X. International Students Payment Instructions
1. International students are supposed to pay the
fees, such as the tuition fee, accommodation fee and insurance fees, in
accordance with the specific standard within the designated time.
2. Perpetual international
students are supposed to pay one school year’s tuition fee while
registering in the university; students who study for less than one year
are supposed to pay all the fees at one shot.
3. Students should pay in advance the accommodation
fee at the apartment building based on the estimated days to be spent
there and settle accounts at the time of departure based on the actual
days spent. Perpetual international students have to pay one semester or
half a year’s accommodation fee at one shot if they would like to enjoy
the discount and receive no refund.
4. Students are supposed to buy books, study
articles, clothes and papers by themselves or ask teachers for help.
They should provide enough money for teachers entrusted by them to buy
the articles and settle accounts after the purchase.
5. The room bedding is provided by the university for
the students who pay the accommodation fees according to the days they
spend in the apartment. They are supposed to take good care of the
bedding and avoid any damage, stain or loss; the room bedding is
provided by the students themselves if their accommodation fee is
counted by semester, or they can entrust the university to buy it for
them.
6. There must be no delay of any fee except our of
any irresistible reasons in which case the students concerned must pay
extra 5% of the fee as the overdue fine.
XI. Notice for Applying Permits
1. First Entry Registration for Foreigners
Foreigners have to apply for entry registration at
the local police substation by themselves or with the help of the
reception organization within 24 hours since their arriving in
Shijiazhuang. The documents or materials are required as follows:
1) Original passport and 3 copies of the
first page of the passport, visa page and page of entry stamp.
2) 3 pieces of 1-inch photos without headgear.
3) Registration Form Of Residence For Visitors
From Overseas (three copies included). Fill in the form
faithfully, and do not leave out any blank. Affix the seal of your
host unit.
The documents and materials mentioned-above are
supposed to be verified and signed by the principal policeman at the
police substation. After that, foreigners can go to the registration
office to proceed the procedures of Temporary Residence application.
One copy of Registration Form Of Residence For Visitors From Overseas
is requested to be preserved by the foreigners so as to prepare for
receiving the supervision of Public Security Organization or do the visa
extension formalities.
2. Application for visa extension
For those foreigners who have already applied for the
first entry registration and need to conduct visa extension, they have
to take the relative documents to go through the visa extension
formalities at the Exit and Entry Administration of Shijiazhuang
Public Security Bureau (Add: No.66, Huai’an Road Tel: 0311-86862511)
within the term of visa validity or residence permit. Foreigners or the
reception organization is required to take the following documents and
go to Yuwen Police Substation to register within three days since
they get the new “Visa” or “Residence Permit”:
1) Original passport and its first page copy (one
copy)
2) Two copies of new “Visa” or “Residence Permit”
3) Registration Form Of Residence For Visitors
From Overseas (three copies included) is supposed to be filled just
like the first entry registration, verified and signed by the principal
policeman at both Yuwen Police Substation and Qiaoxi Police Station and
hand in one copy to each of them. Restore one copy in case of any
supervision.
3. Before leaving the resident place, foreigners
should report to the reception organization. And the reception
organization should go to the local police substation and take the
cancel formalities.
According to the 45th entry of the
Management Law On Foreigners, any violation of the regulations
mentioned above will lead to the respective penalty of the reception
organization, foreigners and other people responsible. The penalty will
be within the range of RMB 50 to RMB 500.
XII. International Student Preventing Fire
1. Preventing fire is a very important issue in daily
life. Everyone should pay high attention to it everywhere at any time.
Do not be careless.
2. Do not use the electric stove, heating, and highly
dangerous equipment in the foreign student apartment and classrooms. Do
not use gas in the foreign student apartment.
3. Do not smoke in the foreign student apartment,
classrooms, beds, and the places where smoking is forbidden.
4. Turn off the electric equipment in time,
especially when you leave the room, and make sure everything is in a
safe condition.
5. Know how to use the fire extinguisher, and check
the equipment frequently.
6. Keep the fire engine access expedite. Do not put
things in the corridor, stairs, gate, or the places where the fire
extinguishers are installed.
7. Learn how to prevent fire and keep it in mind.
Know how to save yourself once there is a fire.
8. Familiar with emergency measures, means of escape
of the residence.
9. When a fire occurs, the first thing should be
prevented is suffocation and poisoning. Escape from the fire exits, and
do remember not to take the elevator to escape. If the fire is too
large, you can choose the bathroom to hide, waiting for rescue. Do not
be panic, nor hastily jump out of the building.
XIII. International Students Disease Prevention
1. Pay great attention to disease prevention, take
appropriate and timely measures and do not be panic-stricken.
2. Live a regular life, go to bed early and get up
early to get enough sleep and do not stay up all night.
3. Keep warm, especially in spring because it is
usually cold here. Do not reduce your clothes too soon in Autumn. Pay
attention to the change of the temperatures.
4. Keep your room airiness and do not use the
air-conditioner too often.
5. Drink more boiled water and avoid drinking tap
water and eating food with too much salt, eat more vegetables. Do not
drink or smoke.
6. If there is a flu season, do not go to public
places with lots of people, such as supermarkets and recreational
places. Do not go traveling during the flu season.
7. Do not travel when having a disease.
8. Wash your hands often, each time for around 30
seconds. Have a shower and change your clothes often.
9. Keep doing exercises, such as running and playing
balls.
10. Keep away from those people suffering from
infectious disease.
11. Please see a doctor as soon as possible when
catching a disease, like pain, fever, cough, laxness.
XIV. Rewards and Punishments for International
Students

Rewards
1) The rewards shall be given to those who observe
the ‘International Students Behavior Expectations’ and are outstanding
in academic results and social activities.
2) The rewards shall include conferring honorary
titles of “Outstanding International Student”, awarding scholarship and
circulating notice of commendation. The evaluation standard will be
provided separately.
3) Scholarship and honorary titles shall be awarded
once in each school year in October. The notice of commendation shall be
circulated depending on circumstances. The winner of scholarship shall
also be conferred the honorary titles of “Outstanding International
Student”.
4) The winner of scholarship and “Outstanding
International Student” shall be selected by the Scholarship Committee.
The circulation of commendation notice should be approved by the
responsible officer of the International Student Management Department.
The Scholarship Committee shall consist of the managing staff of
international students, student representatives and teacher
representatives.
5) All the winners shall be commended at the general
meeting of international students and be recognized in written notice.
Meanwhile, the winner of scholarship will receive award certificate and
the honorary titles of “Outstanding International Student”. The winner
of “Outstanding International Student” will also receive an award
certificate

Punishments
1) The punishments and criticism will be given to
those who violate the ‘International Student Behavior Expectations’ with
serious circumstances.
2) Disciplinary sanctions may include the following
types: Disciplinary warning, Demerit, Expulsion from school.
3) Students that should be punished can be free from
punishments or given a lesser punishment, provided that they realize ,
admit and correct their mistakes or do some other good deeds. However, a
severe punishment shall be given to those who do not admit or hide their
mistakes on purpose or cover other’s mistakes or make trouble
unreasonably.
4) Disciplinary warning and demerit shall be
determined by the International Student Management Department and be
submitted to and filed at the dean’s office. Expulsion from school shall
be determined by the dean and submitted to and filed at provincial
education administration.
5) In the event of any disputes to punishment
decisions, students may submit appeals to the decision-making
organization or its supervising authority.
XV. Scholarship Assessment for Undergraduates
1. Scholarship will be assessed once a year.

events, important competition winners, student leaders.

6. Scholarships generally do not exceed 25% of the
total number of students, with scholarships for Special-grade not
exceed1% of the Principal, First-grade Scholarship no more than 3% of
first-class scholarship, Second-grade Scholarship no more than 6% of
second, third-grade scholarship no more than 15%.
7. Students who has been offered fee remission or
accommodation can not participate in scholarship competitions.
8. Procedures:
1) The name list of the qualified students will be
decided by the Scholarship Committee;
2) Scholarship will be assessed by the committee .
The committee member will vote to determine the list, and then the
namelist will be published. Finally it will be officially announced.
9. Winners of the scholarship will receive award
certificate and the honorary titles of “Outstanding International
Student.”
10. Scholarship is assessed based on: 1) academic
performance; 2) attendance (according to the records of the college); 3)
participation in the activities organized by the university.
XVI. A Brief Introduction to Comprehensive Insurance
for Foreigners in China
The comprehensive insurance will be underwritten by
the Beijing Branch of China Ping An Life Insurance Company.
Insurance Liabilities
【Group Safety Insurance】
The company shall bear the following insured
liability in the term thereof:
1. In the case of injury by an accident insured
against or disease suffered by the insured, the Company shall give an
indemnity according to the agreed insured amount, upon which, the
insured liability terminates.
2. In the case of any insured by any accident insured
against and disability caused by such accident within 180 days from the
occurrence of the same, the company shall give an indemnity in the
amount resulting from the agreed insured amount times the proper rate
specified in the Schedule of Disability Levels and Rates of payment
attached hereto.
The company shall give an indemnity whenever the
insured becomes disable due to any accident insured against during the
term of insured liability, provided that the aggregate indemnities given
are limited to the agreed insured amount.
In the case of death of the insured resulting from
any accident insured against that has caused disability of the insured
and occurring within 180 days after the occurrence of such accident, the
company shall give only the balance between the agreed insured amount
and the indemnity given for the disability; in the case of death
occurring beyond such 180 days, the company shall, regardless of whether
the death is or is not caused by the same accident, give an indemnity
according to the agreed insured amount, upon which, the insured
liability terminates.
【Group Accessory Medical Insurance for

According to the terms of the Contract, the Company
shall bear the following insured liability:
In the case of accidental injury of the insured and
medical treatment within 180 days after the occurrence of the accident,
the Company shall indemnify for 75% of the reasonable and actual medical
expenses.

Hospitalization】
According to the terms of the Contract, the company
shall bear the following insured liability:
The Company shall indemnify for the actual and
reasonable expenses for hospitalization, including bed fees (not
exceeding RMB100/day), expenses for operation, expenses for medicine,
expenses for treatment, expenses for operation, expenses for laboratory
test, radiation expenses and expenses for examination, due to any
accidental injury or disease occurring to the insured in the term of the
Contract.
【Group Huge Medical Expense Insurance】
The company shall indemnify in full for the amount
above certain amount of reasonable and necessary medical expenses
occurring in the period of insurance and reasonable and necessary
medical expenses for hospitalization (including bed fees (not exceeding
RMB 100/day ), expenses for medicine, expenses for treatment, expenses
for test and examination, expenses for special examination and
treatment, expenses for ambulance and expenses for operation) occurring
in the period of insurance and one month after the expiration of the
Contract due to any disease or accidental injury occurring to the
insured, provided that the aggregate indemnities given are limited to
the insured amount.
Note: The medical institutions in the foregoing
provisions shall be limited to public hospitals in mainland China.

XVIII. Guide for China Examination of Medical
Practitioner Qualification
1. International graduates in China take part in
China Accreditation Test in accordance with the No.[2001]248 documents
issued by Health Department of China, that is, “Notice for International
Graduates With a Degree in Medical Major in China Who Want to Take Part
in China Accreditation Test” and the supplementary regulations.
2. The categories for the test at present include
Clinical Medicine, TCM and Stomatology.
3. Students are supposed to do one-year internship in
the medical institutions affiliated to the university and get the
internship certificate before applying for the test.
4. Students should apply for the internship at the
university who, after consent, will make a report to the provincial
health administration department for registration. Then the notice and
visa application form(used for applying X visa) will be issued for the
applicant.
5. The examination is divided into comprehensive
written examination and practical skills. Practical skills examinations
usually take place during June to July and written usually in September.
6. The written examination can only be taken when
passed the practical skills examination.
7. Registration time is from February to March.
Candidates can register on line and confirm on-site during March to
April. No on-site confirmation will be considered as failure.
8. Materials needed for registration: one year
internship compliance certification; diploma; two small two-inch blue
bareheaded and full-face photos; registration fees.

Time: July to August for practical skills, December to January for
written examination
10. Those who failed the examination can apply for
the examination once more the next year. Those who failed the exam twice

XIX. Rules Governing the Implementation of the Law of
the People’s Republic of China on the Entry and Exit of Aliens
(Approved by the State Council on 3 December 1986 and
Promulgated by the Ministry of Public Security and the Ministry Of
Foreign Affairs on 27 December 1986 Revised and Approved by the State
Council on 13 July 1994 and Promulgated by the Ministry of Public
Security and the Ministry of Foreign Affairs on 15 July 1994 By 2010,
the state council on April 24 on the revision of the entry of foreigners
"management" of the implementation rules of the revised decision)
The present Rules are formulated in accordance with the provisions of
Article 33 of the Law of the People's Republic of China on the Entry and
Exit of Aliens (hereinafter referred to as the Law on the Entry and Exit
of Aliens).
Chapter 1 Entry
Article 1 For entry to China, aliens shall
apply for visas to Chinese diplomatic missions, consular posts or other
foreign-based agencies authorized by the Ministry of Foreign Affairs of
the People's Republic of China.
Aliens holding letters or telegrams from authorized
organizations in China and ordinary passports issued by countries that
have diplomatic relations or official trade contacts with China may
apply for visas to port visa agencies authorized by the Ministry of
Public Security in case of an urgent need to travel to China and a lack
of time to apply for visas to the above-mentioned Chinese agencies
abroad, for the following reasons:
1)Being invited at short notice by the Chinese side
to attend a trade fair in China;
2)Being invited to China to enter a bid or to
formally sign an economic or trade contract;
3) Coming to China under contract for supervision
over export shipment, import commodity inspection or check on the
completion of a contract;
4) Being invited to install equipment or make rush
repairs;
5) Coming to China at the request of the Chinese side
for settling claims;
6) Being invited to China for scientific or
technological consulting services;
7) A last-minute replacement or addition, approved by
the Chinese side, to a delegation or group that has been invited and has
already obtained visas for traveling to China;
8) For visiting a patient in a critical condition or
making funeral arrangements;
9) As persons in immediate transit who, because of
irresistible reason, are unable to leave China by the original aircraft
within 24 hours or have to leave China by other means of transport;
10) As other invitees who really do not have enough
time to apply for visas to the above-mentioned Chinese agencies abroad
but hole letters or telegrams from designated competent authorities
approving the application for visas at port visa agencies. Port
visa agencies shall not handle visa applications of aliens who do not
come under the above-listed categories.
Article 2 Port visa agencies authorized by the
Ministry of Public Security are set up at the following ports: Beijing,
Shanghai, Tianjin, Dalian, Fuzhou, Xiamen, Xi'an, Guilin, Hangzhou,
Kunming, Guangzhou (Baiyun Airport), Shenzhen (Luohu, shekou) and Zhuhai
(Gongbei).
Article 3 In accordance with their status and the
types of passports they hold, different aliens coming to China shall be
issued diplomatic, courtesy, service or ordinary visas
respectively.
Article 4 Ordinary visas shall be marked with
different Chinese phonetic letters and issued to different aliens
according to their stated purposes of visit to China:
1) Visa D to aliens who are to reside permanently in
China;
2) Visa Z to aliens who come to China to take up
posts or employment and to their accompanying family members;
3) Visa X to aliens who come to China for study,
advanced studies or job-training for a period of six months or more;
4) Visa F to aliens who are invited to China on a
visit or on a study, lecture or business tours, for scientific
-technological or cultural exchanges, for short-term refresher course or
for job-training, for a period not more than six months;
5) Visa L to aliens who come to China for
sight-seeing, visiting relatives or other private purposes( A group visa
may be issued to a group of nine or more aliens on a sight-seeing trip
to China);
6) Visa G to aliens passing through
China;
7) Visa C to train attendants, air crew members and
seamen operating international services, and to their accompanying
family members;
8) Visa J-1 to resident foreign correspondents in
China; visa J-2 to foreign correspondents who make short trip to China
on reporting tasks.
Article 5 In applying for visas, aliens shall
provide such pertinent information as requested and complete the
following procedures:
1) Present valid passports or replacement
certificates;
2) Fill in visa application forms and submit
recently-taken two-inch half-length, bareheaded and full-faced
photos;
3) Submit for examination papers supporting the
application for entry into or transit through China.
Article 6 The supporting papers mentioned in
Article 5(3) of these rules refer to the following:
1) In application for Visa D, a permanent residence
confirmation form, which may be obtained through application by the
applicant or by his/her designated relatives in China from the
exit-and-entry department of the municipal or country public security
bureau at the place of the applicant's intended residence;
2) In application for Visa Z, a letter of appointment
or employment from the sponsor or employer organization in China or a
letter or telegram from an authorized organization;
3) In application for Visa X, a certificate from the
receiving organization or the competent department;
4) In application for Visa F, a letter or telegram
from the authorized organization;
5) In application for Visa L for a tourist trip in
China, a certificate of reception from a Chinese travel service; and,
when necessary, plane, train or ship ticket(s) to the country(region)
after leaving China;
6) In application for Visa G, a valid visa for
entering the country(region) of destination, or connecting tickets in
case such a visa is exempt;
7) In application of Visa C, relevant certificates in
accordance with the agreements concerned;
8) In application of Visas J-1 and J-2, a certificate
from the competent department. Aliens who come to China for
permanent residence or for residence of one year and upwards shall, in
applying for entry visas, submit for examination health certificates
issued by health or medical institutions designated by the governments
of the countries of their current residence or those issued by health or
medical institutions and certified by notarial organs. Health
certificates are valid for six months from the date of issuance.
Article 7 Aliens coming under the following
categories shall not be allowed to enter China:
1) An alien expelled by the Chinese Government and
before the expiry of the period when his/her re-entry is
prohibited;
2) An alien considered likely to engage in terrorism,
violence or subversion upon entering China;
3) An alien considered likely to engage in smuggling,
drug trafficking or prostitution upon entering China;
4) An alien Suffering from severe with psychopath,
infectious case of tb or may have caused serious damage to public health
and other communicable diseases
;
5) An alien who cannot guarantee to cover his/her own
expenses during his/her stay in China;
6) An alien considered likely to engage in other
activities prejudicial to China's national security and interests.
Article 8 Transit visas are not required for
those aliens who are in immediate transit through China on continued
international flights, who hold connecting flight tickets and have seats
booked and who stay for not more than 24 hours within the airport of the
in-transit city. Aliens wishing to leave the airport shall apply to the
border checkposts for stop-over permits.
Article 9 When vessels operating international
service anchor at Chinese ports, foreign crew members and their
accompanying family members wishing to disembark at the port city shall
apply to border checkposts for disembarkation permits, or lodging
permits if they desire to stay overnight on land. Those who, for proper
reasons, need to travel to areas beyond the port city or who cannot
leave China on the original vessel shall apply to the local public
security bureau for appropriate visas.
Chapter 2 Inspection of Entry and Exit Certificates
Article 10 Upon arrival at a Chinese port,
aliens shall submit their valid passports, Chinese visas and
certificates to border checkposts for examination and shall fill in
entry and exit forms. They may enter China after the border checkposts
complete inspection and affix inspection seals.
Article 11 When a foreign aircraft or vessel
arrives at a Chinese port, the person in charge shall fulfill the
following obligations:
1) The captain or his/her agent must submit lists of
the crew members and passengers to the border checkposts;
2) Report, immediately upon discovery, cases of
persons aboard attempting to illegally cross China's borders to the
border checkpost for action;
3) See to it that persons not permitted to enter
China leave on the original means of transport and that the expenses
during the stay in China of persons who cannot promptly leave the
country through Irresistible reasons are covered along with their travel
expenses for departure.
Article 12 The border checkposts have the right
to prevent the entry or exit of aliens coming under the following
categories;
1) Those who do not hold valid passports,
certificates or visas;
2) Those who hold forged, altered or other than their
own passports or certificates;
3) Those who refuse to have their certificates
examined;
4) Those who are under notice by the Ministry of
Public Security or the Ministry of State Security forbidding their entry
or exit.
Article 13 For exit, aliens shall submit for
examination their valid passports or other valid certificates as well as
visas or residence certificates permitting their stay in China.
Article 14 Aliens and their means of transport
required by the visa agencies to pass through designated posts shall
only enter or depart through the said posts.
Article 15 With regard to the aliens denied entry
under Article 12 of the present Rules who cannot promptly return on the
original means of transport, border checkposts may take the necessary
measures to limit the area of their activities and order them to leave
China on the next available means of transport.
Chapter 3 Residence
Article 16 Aliens holding visas D, Z, X or J-1
shall, within 30 days of entry into China, obtain aliens' residence
cards or aliens' temporary residence cards from the city or country
public security bureau at the place of their residence. The period of
validity of the aforementioned certificates is the duration of the
holders' permitted stay in China. Aliens' residence cards are
issued to those who stay in China for one year or more. Aliens'
temporary residence cards are issued to those who stay less than one
year in China. Aliens' holding visas F, L, G, C or J-2 may stay in China
for the period prescribed in their visas without obtaining residence
certificates.
Article 17 In applying for residence
certificates, aliens shall provide such information as requested and
complete the following procedures;
1) Submit for examination their passports, visas and
papers supporting their purposes of residence;
2) Fill in residence application forms;
3) In applying for aliens' residence cards, submit
for examination health certificates and recently-taken two-inch
half-length, bareheaded, full-faced photos.
Article 18 The validity period of aliens'
residence cards, which ranges from one to five years, shall be decided
by the city or country public security bureau according to the aliens'
purpose of residence. The public security organs may issue
certificates of long-term residence status valid for one to fine years
to aliens who come under the provisions of Article 14 of the Law on the
Entry and Exit of Aliens and may issue certificates of permanent
residence status to those with meritorious performance.
Article 19 Aliens exempt from visas under
agreements signed between the Chinese and foreign Governments shall, in
case they wish to stay in China for 30 days and upwards, apply upon
entry into China for residence certificates in accordance with Article
16 and 17 of the present Rules. The previous paragraph, however, is
not applicable to aliens referred to in Article 34 of the Law on the
Entry and Exit of Aliens.
Article 20 Aliens who need to prolong their stay
or residence in China beyond the expiration of their visas or residence
certificates shall apply for an extension before the expiration of their
visas or certificates. Chinese authorities in charge of public
health, when discovering aliens, during their stay in China, to be
affiliated with diseases specified in sub-paragraph 4 of Article 7 of
the present Rules may request the public security organs concerned to
order them to advance their date of exit from China.
Article 21 In case of any changes in the
information written in an alien's residence card (such as name,
nationality, occupation, status, place of work, address, passport number
and accompanying children), the holder of the card shall, within 10
days, register such changes with the public security bureau at the place
of his/her residence.
Article 22 The holder of an alien's residence
card who wishes to move out of the city or country of residence shall,
before moving, register the move with the public security bureau at the
original place of residence and shall, within 10 days of arrival at the
new place of residence, register the move-in with the public security
bureau at the new place of residence. An alien residing permanently
in China who wishes to apply for a change of residence shall apply in
advance to the public security bureau at the new place of residence for
a certificate permitting the move-in and register the move on the
strength of the certificate in accordance with the provisions of the
previous paragraph.
Article 23 For the sake of national security,
public order or other public interests, a city or country public
security bureau may declare certain areas out of bounds for the
establishment of residences or offices by aliens or foreign
institutions. Residences and offices that have already been established
in these restricted areas shall be moved to non-restricted areas within
the time limit prescribed in the notice of moving issued by the city or
country public security bureau.
Article 24 Aliens residing permanently in China
shall, once every year and at a prescribed time, submit their residence
cards for examination to the public security bureau at their place of
residence. The public security bureau may, when necessary, ask an
alien to submit his/her residence card to the exit and entry department
for examination, and the alien shall do so at the time prescribed in the
notice.
Article 25 Aliens at the age of 16 and upwards
who reside or stay in China shall carry with them their residence
certificates or passports for possible examination by police in charge
of foreign affairs.
Article 26 The parents of an alien infant born in
China or their agent shall, within one month after its birth, report to
the local public security bureau with the birth certificate and complete
registration procedures.
Article 27 When an alien dies in China, his/her
family members or guarding or agent shall, within 3 days, report to the
local public security bureau with the death certificate and hand in the
deceased's residence certificate or visa for cancellation. In case
of an unnatural death of an alien, the persons concerned or the
discoverer shall promptly report to the public security organ.
Article 28 The competent authorities of the
Chinese Government referred to in Article 19 of the Law on the Entry and
Exit of aliens are the Ministry of Labor and Personnel of the People's
Republic of China.
Chapter 4 Accommodation Registration
Article 29 For lodging at guesthouse, hotel, inn,
hostel, school or other enterprises and institution or at government
organs or other Chinese organizations, aliens shall present valid
passports or residence certificates and fill in registration forms of
temporary accommodation. They shall present travel permits when seeking
accommodation in areas closed to aliens.
Article 30 When an alien wishes to lodge at the
home of a Chinese resident in urban areas, the host or the lodger shall,
within 24 hours of the lodger's arrival, report to the local public
security organ with the lodger's passport and certificate as well as the
host's residence booklet and fill in registration forms of temporary
accommodation. In rural areas, the host or lodger shall report to the
local police station or residence registration office within 72 hours of
the lodger's arrival.
Article 31 When an alien lodges at a foreign
institution in China or at the home of an alien in China, the
institution in question or the host or the lodger shall, within 24 hours
of the lodger's arrival, report to the local public security organ with
the lodger's passport or residence certificate and fill in registration
forms of temporary accommodation.
Article 32 Aliens having long-term residence in
China who wish to lodge temporarily elsewhere than their own residence
shall report and register accommodation in accordance with the
provisions of Article 29, 30 and 31 of the present Rules.
Article 33 Aliens who lodge temporarily in
movable living facilities shall, within 24 hours of arrival, report to
the local public security organ. The institutions or individuals that
furnish sites for the aliens' movable living facilities shall report to
the local public security organ 24 hours ahead of time.
Chapter 5 Travel
Article 34 An alien wishing to travel to cities
or counties closed to aliens shall apply in advance for a travel permit
to the public security bureau of the city or country where he/she stays
and may proceed there only with permission. To apply for a travel
permit, the following procedures must be completed:
1) Submit passport or residence certificate for
examination;
2) Provide papers supporting the purposes of
travel;
3) Fill in a travel application form.
Article 35 An alien's travel permit shall be
valid for one year at the most, and may not exceed the period of
validity of his/her visa or residence certificate.
Article 36 An alien who, after obtaining a travel
permit, wishes to extend its validity, tour more places closed to aliens
or increase the number of accompanying persons shall apply to the public
security bureau for extension or alteration.
Article 37 Aliens shall not enter places closed
to aliens without permission.
Chapter 6 Exit
Article 38 Aliens shall leave China within the
time limit prescribed in the visas or within the period of validity of
their residence certificates.
Article 39 The holder of an alien's residence
certificate who wishes to leave and then re-enter China within the
period of validity of the said certificate shall, before leaving China,
apply to the local public security organ for a re-entry visa in
accordance with the relevant provisions of Article 5 and 6 of the
present Rules. An alien holding a residence certificate who does not
wish to return to China after exit shall hand in his/her residence
certificate for cancellation to the border checkpost upon exit.
Chapter 7 Penalties
Article 40 Aliens who illegally enter or exit
China may be fined from 1,000 to 10,000 yuan(RMB) or detained from 3 to
10 days and may simultaneously be ordered to leave the country within a
specified time or expelled from the country. Those whose offences are
serious enough to constitute a crime shall be prosecuted for criminal
responsibility according to law.
Article 41 A person in charge of a means of
transport or his/her agent who refuses to bear responsibility in
contravention of the provisions of Article 11 of the present Rules may
be fined from 1,000 to 10,000 yuan or detained from 3 to 10 days.
Article 42 Aliens who illegally stay in China in
contravention of the provisions of Article 16, 19 and 20 of the present
Rules may be served a warning, fined 500 yuan per day for the period of
his/her illegal stay in China with the total sum of fine not exceeding
5000 yuan, or detained from 3 to 10 days. Those whose offences are
serious may at the same time be ordered to leave the country within a
specified time. Aliens who violate Article 21 and 22 of the present
Rules may be served a warning or fined up to 5000 yuan. Those whose
offences are serious may at the same time be ordered to leave the
country within a specified time. Aliens who violate Article 23 of
the present Rules and fail to carry out the decision of the public
security organs may, while being compelled to carry out the decision, be
served a warning or fined from 1,000 to 10,000 yuan. Those whose
offences are serious shall be ordered to leave the country within a
specified time.
Article 43 Aliens who, in contravention of the
provisions of Articles 24 and 25 of the present Rules, fail to submit
their residence certificates for examination as required or to carry
their passports or residence certificates with them or refuse to produce
their certificates to police for examination may be served a warning or
fined up to 500 yuan, and those whose offences are serious may at the
same time be ordered to leave the country within a specified time.
Article 44 Aliens who found employment without
permission from the Ministry of Labor of the People's Republic of China
or its authorized departments shall have their posts or employment
terminated and may at the same time be fined up to 1,000 yuan, and those
whose offences are serious may at the same time be ordered to leave the
country within a specified time. Units and individuals who employ
aliens without permission shall terminate employment of the said aliens
and may at the same time be fined from 5,000 to 50,000 yuan, and be
ordered to cover all the expenses of repatriating the aliens whom they
had employed.
Article 45 Whoever is held responsible for
failing to register accommodation or report such registration to the
public security organ, or for accommodating aliens without valid
certificates in contravention of the provisions of Chapter
Ⅳ of the
present Rules may be served a warning or fined from 50 to 500
yuan.
Article 46 Aliens who travel to areas closed to
aliens without prior permission in contravention of the provisions of
Articles 34, 36 and 37 of the present Rules may be served a warning or
fined up to 500 yuan, and those whose offences are serious may at the
same time be ordered to leave the country within a specified time.
Article 47 Aliens who forge, alter, misuse,
transfer, buy or sell visas or certificates shall have the said visas,
certificates and illicit income revoked or confiscated and may be fined
from 1,000 to 10,000 yuan or detained from 3 to 10 days, and may at the
same time be ordered to leave the country within a specified time, and
those whose offences are serious enough to constitute a crime shall be
prosecuted for their criminal responsibility according to law.
Article 48 Whoever out of irresistible acts in
contravention of the Law on the Entry and Exit of Aliens and the present
Rules may be exempted from penalties. Aliens who are unable to pay
a fine may be subjected to detention instead.
Article 49 Penalties such as fines and detention
provided for in this Chapter shall also apply to persons held
responsible for assisting aliens to enter or leave China illegally, or
causing aliens to resident or stay illegally in China, or employing
aliens who seek jobs without permission, or providing facilities for
aliens to travel without valid travel permits to areas closed to
aliens.
Article 50 If an alien being fined or detained by
a public security organ refuse to accept such penalty, he/she may,
within 15 days of receiving notification, appeal to the original
adjudication organ or directly to the next higher public security organ,
which shall make the final judgment within 15 days of receiving the
appeal. The person being penalized may also file a suit directly with a
local people's court.
Article 51 The penalties provided for in this
Chapter shall be executed by the public security organs.
Chapter 8 Other Provisions
Article 52 Aliens who wish to apply for extension or alteration
of visas or certificates shall complete the following procedures:
1) Submit their passports, visas and certificates for examination;
2) Fill in application forms for extension or alteration;
3) Provide papers supporting reasons for extension or alteration.
Article 53 Aliens applying for visas and
certificates or for their extension or alteration shall pay visa and
certificate fees according to the prescribed rates.
The rates of visa and certificate fees shall be prescribed by the
Ministry of Public Security and the Ministry of Foreign Affairs.
Persons from countries that have agreements on visa fees with the
Chinese Government shall act in accordance with the pertinent agreement.
Article 54 An alien child under the age of 16 who uses the same
passport with his/her parent or guardian need not, while visiting China
with his/her parent or guardian, go through the entry, transit,
residence of travel procedures separately.
Article 55 An alien whose Chinese visa or certificate is lost or
damaged shall promptly report to the exit and entry department under the
local public security bureau and apply for a new one or a replacement.
An alien who has lost his/her residence card shall declare the lost card
invalid in an official local newspaper.
Article 56 The format of the various visas, certificates and
application forms referred to in the present Rules shall be decided upon
by the Ministry of Public Security and the Ministry of Foreign Affairs.
Article 57 The present Rules shall be implemented
from the date of their promulgation.
